The state’s independent Behavioural Standards Panel found Mr Davis breached standards on three counts of serious misbehaviour following an investigation into his filming and posting of council colleagues to social media without consent.

Mr Davis, who announced his resignation on Friday to run for Lord Mayor against Jane Lomax-Smith, has rejected the findings. He called the process absurd, and has defended his actions as fulfilling his duties as an elected member.

The confidential 38-page report recommended his suspension after concluding his actions failed to meet workplace health and safety duties under the Local Government Act.
